During and after a snowstorm most snow plows operate in emergency or “hurry-up” mode, focusing on opening up lanes for vehicles. Often, when snow is scraped from the vehicular lanes, it is piled up in the bicycle lane or along the sidewalk, thus making it difficult for bicyclists and pedestrians to use the facilities that have been provided for them.
