For: "Form-based codes addressing the quality of public spaces as well as the relationships among buildings are an important evolution in the practice of land development regulation and the creation of fine urban places." Substitute: Form-based codes that govern the relationships between buildings for the purpose of creating good public spaces and a beautiful public realm are a corrective and typically necessary development in contemporary land use legislation.
