John Ellis proposed many different ideas for resuscitating the downtown of Pascagoula. One, relocating the Ingalls shipyard to Singing River Island, and replacing the land with parks and new development, while reusing the existing buildings for loft and mixed use projects. Another is a proposal to relocate buisnesses on the outskirts back to the downtown center, and to develop a square near the civic buildings in the same area. There is a plan to replace a 9 hole golf course with a park, and new development, while building a new 18 hole golf course at the edge of the town. Pascagoula is the only town on the coast with a Beach Boulevard, and they should take advantage of it, place a pedestrian walkway along side, with a marshland buffer to create another deterrent to storm surges and hurrican destruction.
The SmartCode has been adopted, and a few Katrina cottages have already been built here.
